公立医院资金管理存在的问题及对策

摘要

在医药卫生体制改革的大背景下，公立医院资金管理受到了多方面的冲击，也暴露出了资金管理制度不规范、第三方支付资金管理不规范、岗位设置和财务团队配置不合理及往来账款管理不到位等问题。本文通过对当前公立医院资金管理存在的问题进行分析，在梳理医改逻辑与实现路径的基础上提出了强化资金管理意识、完善资金管理制度、提高财务人员专业水平、加强往来账款的管理、强化信息化管理等顺应医改思路的资金管理优化策略，以期增强公立医院资金的安全性，提高公立医院管理水平，增强医院市场竞争力。

This paper analyzes the problems existing in the current fund management of public hospitals, and proposes to strengthen the awareness of fund management, improve the fund management system, improve the professional level of financial personnel, strengthen the management of current accounts, strengthen the Information management and other capital management optimization strategies that conform to the ideas of medical reform, in order to enhance the security of public hospital funds, improve the management level of public hospitals, and enhance the competitiveness of hospitals in the market.
