On Communication Management in the Process of Information System Construction
论信息系统建设过程中的沟通管理

摘要

2014年7月，我作为项目经理参与了某省电力营销分析与辅助决策系统的建设。该项目由该省电力公司发起，总投资约430万元，建设工期为15个月。该系统包括全省基础营销报表、基础数据BI分析、核心业务多维分析、数据抽取管理等几大功能模块，主要建设目标是期望通过该系统的建设，实现全省营销数据的自动采集、汇总、分析，在减少原始手工报表统计工作量的同时，降低数据误差，同时期望通过该系统的建设，能够有效治理各地市公司对数据的误报、瞒报现象，使省公司领导更加全面地掌握全省电力营销信息。2015年10月，该项目通过了业主方的验收，并赢得了用户的好评。本文结合作者的实际经验，以该项目为例，讨论了信息系统建设过程中沟通管理的重要作用，主要包括沟通计划编制、信息分发、绩效报告以及干系人管理等几个方面。

Abstract

In July 2014, as a project manager, I participated in the construction of a provincial power marketing analysis and decision-making system. The project was initiated by the provincial power company with a total investment of about 4.3 million yuan and a construction period of 15 months. The system includes several provinces' basic marketing reports, basic data BI analysis, core business multi-dimensional analysis, data extraction management and other major functional modules. The main construction goal is to realize the automatic collection and summary of the province's marketing data through the construction of the system. Analysis, while reducing the statistical workload of the original manual report, reduce the data error, and hope that through the construction of the system, it can effectively control the false positives and false reports of the data of the local companies, so that the provincial company leaders can fully grasp the full Provincial power marketing information. In October 2015, the project passed the acceptance of the owner and won the praise of the users. Based on the author's practical experience, this paper discusses the important role of communication management in the process of information system construction, including communication planning, information distribution, performance reporting and stakeholder management.
