摘要

2017年12月，我作为项目经理参加了╳╳市政府发起的“双招双引”信息综合管理平台项目的建设。该项目投资共860万元人民币，项目组织结构为项目型，建设工期为12个月。通过该项目的建设，提高了工作效率，实现了该市双招双引工作的专业化、规范化、精细化管理，实现了智慧化招商引资、招才引智。该项目于2018年12月正式通过验收并上线运行，至今系统运行状况良好，得到客户和公司管理层的一致认可。本文主要结合我的实际项目经历，论述了采购管理在信息系统项目建设中的重要作用，主要从规划采购管理、实施采购、控制采购、结束采购等几个过程进行了论述，提出了项目采购管理中的常见问题和一些方法。有效提高了项目采购管理水平，满足了项目干系人需求和期望。

Abstract

In December 2017, as a project manager, I participated in the construction of the “Double-Trigger and Double-Induction” information integrated management platform project initiated by the Bengbu Municipal Government. The project has a total investment of 8.6 million yuan. The project organization structure is project-oriented and the construction period is 12 months. Through the construction of the project, the work efficiency has been improved, and the professional, standardized and refined management of the city's double-trick and double-lead work has been realized, and the intelligent investment attraction and recruiting talents have been realized. The project was officially approved and put into operation in December 2018. The system has been running well and has been unanimously recognized by customers and company management. This paper mainly combines my actual project experience and discusses the important role of procurement management in the construction of information system projects. It mainly discusses several processes such as planning procurement management, implementing procurement, controlling procurement, and ending procurement, and proposes project procurement management.
